Is lockpicking going to be fixed in the next patch?
never has in my experience. i bumped it to level 6 in act 1, and was never able to open any of the chests in the soldiers barracks. while that is possible they either required keys that either didn't exist or a higher lockpick skill, i find it unlikely at best.
