EDIT: Yes, that is suppose to happen. I loaded a save before entering Serrick's tower and fixed the teleporter first. In this case Serrick does give you the quest when you talk to him, and you get the ranking points and option to learn a couple skills. Redoing the quest by talking to Serrick first, I confirmed that you are not suppose to get experience points for completing this quest, just ranking points. I originally assumed you got both.
