The levers in the well cave do not call the elevator, they operate it (you need to stand inside the elevator to do so).
The second keg of explosives you picked up in the battle tower can be used to open up a side passage shortly after where the cave in was, where you used the first keg. You can teleport to the morgue teleporter shrine to get back there, if you wish.
