I am curious, what is the actual ingame effect of having 20 less attitude?

At the least, shop owners prices (sell/buy/barter) are worse. If you really want to see how bad it can get also add "Stench" for a -45.

Hmm ok.

Would you say it's worth it for a mage?

Well... that depends entirely on whether the exchange rate for Talents with the respec guy has changed.

In vanilla, it used to be that you could trade in one Talent point and get ten ability points and five ability points gets you one attribute points... in other words, you could take a point you'd otherwise spend on Know-It-All for +1 INT with a penalty and instead end up getting +2 INT with no penalty.

EDIT: Update, the Talent exchange rate has been drastically reduced (from 10 to 1). So go ahead and take this one.

Ultimately, it depends what spell cooldown you wanna reach at what time.

Even if one attribute point for a talent (with a small drawback) is worth less than what the Respec guy offers you (2 attributes for one talent), it might not be counted in the soft cap (max 10 points invested in any stat).

It's a debatable talent.

Take it.
Even with -20, if your other PC doesn't have it you can get around it with him/her just starting the conversations and trading. Also give the other PC the trading and persuasion skills.
