Looks like Reactive Shot is doing damage to everything inside the area as soon as it's cast (as opposed to only when things move in the area), this makes it totally broken (super OP both for and against the players).
As if Rangers needed even more to elevate them beyond their current dominating position. So the skill went from being 100% useless due to never actually working, to now alpha striking everything while also hitting enemies that move inside the ring on following turns? LOL.

It also has some bug in damage calculation, I've seen it doing 60k damage on a ranger that normally hits for 1k at most when used from elevation. It's not consistently reproducible though. It also has friendly fire now which is weird.
