One can be found way before you reach this point (in Fort Joy, but you can use that in a quest, so you'll give it away), not sure about the purpose of this one though.
Are they all labeled "unusual"? I've found several yarrow flowers but don't remember any called "unusual". If this is one of a kind, it may have some additional use, however, if it does, I don't know what it is.
