I hadn't even considered getting Five-Star Diner before, but I went ahead and tried it now, and for me, it doesn't actually affect potions at all.
No item tooltips are affected, but I gain the correct amount of bonuses from foods (and the buff tooltips do update), but not from potions. Health Potions still heal for their regular amounts and Jellyfish Potions still only grant 20% melee damage as air damage, etc.
