I've never bothered to seek out Philomeen, taking the easy way through that particular quest but decided this playthrough to do so. That said, I'm not sure if this is a holdover bug or newly introduced in Patch 7 but if you get the quest from Lunkbug he clearly says that he will mark Phil's location on your map. There is no such marker.

After reading Phil's hand-drawn map, a reference to a smoke powder reserve is added to the journal but again, is not marked anywhere on the map.

Edit: To clarify, her hiding spot is marked on the map AFTER you actually reach it with your party, but not after the conversation with Lunkbug. Marking unexplored areas of the map is expected behavior based on the rest of the gameplay.
