The Wearer of this Item are supposed to gain an:

Increas of the wearer's Intelligence score to 17

Except it DOESN´T -

It simply does not apply the modifier even though it correctly lists the new intelligence score in the character stats.


When using the intelligence score it uses the base int.

Yup ... and then (after roll, when bonuses are counting) it gives you +3 for wearing this item ...

So if you have base int 8 or 9 ... you effectively get +2 ...
In every other case it works just fine.
