So, this patch you can trigger the dialogue but you don't get the option to choose the hair or have it in your inventory. This option seems to be bugged every other patch.

Hope it's back for Patch 8.

I just killed her with patch 8 and it didn't drop so I'm thinking it's still bugged.

Acording to Patch notes it should not drop, but appear in our inventory. O_o

So I bargained with her the second time and it did indeed appear in the inventory. But doesn't appear as if you get it if you just kill her. /sad
