Sneak attacking a halfling (you know those guys at the ruins we've been fighting for the last, oh... 18 months or so...) My sneak attack damage is 5-13 (1d4+2, 1d6+1). The game rolls a '2' on damage. How?
Even if it weren't a sneak attack, inflicting 2 damage isn't possible based on the numbers. I check his HP bar, thinking is said 2, but added damage separately... rolling the d4+2 and then the D6+1 and only showing me the D6's result, which could have been a lowest possible... 2. Nope, 16/18 is what the HP bar read.
Why does my Fighter, with a 15 STR have 0-7 for his listed damage? How does the computer calculate a 1 for damage when the minimum is three?
Why is my Rogue sneak attacking at less than the bear minimum possible for damage?
This just doesn't make sense.
Before this get's dissected with a billion 'did you take into account' questions... yes. Yes I did. Unless the halfling has some form of damage reduction, a 2 was an impossible roll.
Which brings me to my next point... I reloaded my ruins save and ran a test. 30 rolls for my team, 30 rolls for theirs. I reloaded until I got 30 rolls each time.
Round 1: 27/6 - My team rolled minimum damage 27/times I'm not counting the misses, the computer only rolled minimum 6 times. Round 2: 18/11 - A bit balanced, this felt like luck one might see at the table. Down side of this one? The PC didn't miss. Not once. Round 3: 23/0 - They decimated me. Within seconds they'd just pummeled me. I at least hit a lot more this time though, I missed only three times... not that it mattered.
I'm not adverse to difficult games. I love them in fact, but in certain games (like the Souls series) if I die it's usually because of a mistake I've made. In previous Larian games, if I died it was due to a bad call on my part and I could just reload and live with it. But what in the holy hell is going on with this game? That 'loaded dice' feature is garbage, the more I've made use of it all I've noticed is that it gets in the way and 'balance out' your rolls when you don't need it to.
IMO, humble as it may be, this game needs a 'Story Mode'. At this point, I'm just done with it after having to do this first chapter so many freakin' times. I just want to be able to see the plot and the story and get through it without having to sit and reload it a million times. It's just not worth the money at this point.
Sorry Larian, you guys are great, and I know you're working hard. However, we don't need a billion small features like 'improvised weapon', hell, where's our 'shower' button so the character isn't walking around looking like Pigpen all the time? I hate to say it, but you got me on this one. I paid money for a game that I'll probably never play once it's released because I'm just so... damn... tired. Of the patches, the messed up math and killer difficulty curve, the useless features and my character walking around looking like a damned unwashed slob all the time. It was fun, but I'm done. Shame to, it was a gorgeous game, I've used the character generator for my own games, they're awesome looking... but it's just not worth the hassle anymore.

So, what was the DR on the target, assuming Larian is using it, which it sounds like they are. Variant Rule

Do you have a screencap of this occurring? The combat log, your character sheet and potential damage, the enemy statistics, etc? Attaching that stuff would possible help diagnose the issue. The game will almost certainly have a Story Mode difficulty on full release. To be clear, that rule liked is not an official 5e Variant Rule. It is a completely-homebrewed rule, as is most everything on dandwiki.com (in addition to being very unbalanced), so it's very unlikely that Larian would implement it. It's more likely that said enemy is (incorrectly/accidentally?) using the actual rule for damage resistance which is half damage. If you inspect said halfling, does it have any type of damage resistance--e.g., slashing--listed? As DR rounds down, 3 damage would become 1.

Yeah, I used it as an "easy to read" example, and it was the first thing that came up on my search. I knew that DR was a thing, but I wasn't sure if DR was a thing in 5e, so I used the first thing I found that demonstrated it. It's just that, as I was reading the post "What about DR" was the first thing I thought.

It's just that, as I was reading the post "What about DR" was the first thing I thought. That's understandable. The dndbeyond entry for Resistance shows up surprisingly low on the 1st page of a google search. Both Damage Resistance (half damage) and Vulnerability (double damage) are a thing in 5e, of course much simplified from past/other editions.

I've played this game a ton and have seen some weird streaks at times but nothing to make me feel anything is wrong with the RNG notwithstanding the sense of outrage I feel in the heat of the moment lol. I do not play with weighted dice. The only time I felt seriously aggrieved was the time my party rolled 3 critical misses in 4 die rolls. One other time Laz'el missed 10 attacks in a row but that was patch 7 in the scribe fight which was broken so maybe that affected her?

It's just impossible to comment on without seeing the combat log.
Also, just to mention, if the damage showing for your 15 STR fighter is 0-7, I would wager that it's not showing the damage for your fighter. It was probably showing the damage for Gale or Astarion in the trade window or something. Sometimes it's easy to think you have one character selected, but really the information for another character is showing.

Yeah, I wished the OP posted screenshots because if this was a bug, it would've been nice to see the contributing factors to it (i.e. faulty status effect or item). Or just a straight up bugged setup. Calculations has been working for me.

As an X-Com player, I completely sympathise with how it feels to get awful rolls...especially when playing Ironman! In BG3, it can sometimes feel like a fight was decided by the rolls rather than player-decisions. However, that's just the nature of things when luck is involved. At least you can reload and try the fight again. Also, I may have been misinformed but someone on the Steam forums said they patched weighted dice to only act in the player's favour. Is that not true? Having said all that, if the issue is that damage and attack rolls aren't being calculated correctly, then you obviously have a major point. Lastly, I would imagine that the game will definitely have a Story Mode so all is not lost if that's what you're after

Sneak Attack Damage is not included in the damage range when hovering over an enemy. It is also rolled separately.
I checked it out with my level 1 rogue hovering over an intellect devourer: Shortbow (1d6) Dex 16(+3) Damage range: 4-9
When doing a sneak attack the combat log has two entries next to each other: X piercing damage (1d6+3 with all the attack and damage roll explanation) <-weapon attack roll and damage Y piercing damage (simply 1d6) <- sneak attack damage roll
When you say your sneak attack damage is "5-13 (1d4+2, 1d6+1)" - where does the +1 come from. The additional sneak attack damage for rogues is only a number of d6 (based on the rogues level) - without any modifiers.

What weapon is your fighter using. Do you have a ranged weapon equipped and a dex of 8 (-1)?
Looks like the damage of a crossbow or longbow used by a Dex 8 character.
