After waking up from the tiefling party, my autosave loads me at the beginning of a conversation with Halsin. After I complete it, I can move my MC and o one else. If I try to shift control to another party member, they can't move. The game says I'm still in a conversation.

Sucks to be you right... Try making a new save point / load that save to see if that unlocks it

A sync issue is common after playing for a few hours but the actual conversation bug has no fix except loading an earlier save

I have the same exact problem, and the last save is two hours prior to where I am right now..
Kind of sucks, not sure what to do.

Have you tried the "skip dialogue" shortcut repeatedly?
I had this issue when trying to talk to Halsin again after the automatic dialogue.
