Problem: Resting and fast travel are bugged
Cause: Tried to start a long rest teleport, this triggered combat, and the combat activation broke the rest teleport along with any future resting, fast traveling, and the turn-based mode switch.

Long Story: Was in spider cave next to the boss, went to long rest tele to get my spell slots back, hit the button, combat triggered, all of my characters were stuck sleeping on the ground until they were damaged. Upon being damaged I could use them for combat as normal and eventually won the fight. After the fight I noticed that the long rest button no longer worked and when I went to the map it said "fast travel unavailable". When I tried to see if turn-based mode worked I got a dialog that said I couldn't use it while resting, which leads me to believe the game is bugged out due to not being able to complete the long rest teleport.

Oh dear. The game is a bit wobbly when events happen at the same time, so perhaps you unfortunately pressed the long rest button exactly as someone spotted you and combat started. I had something that sounds a bit similar once when my characters got stuck long-resting on the main map in the Underdark when I happened to start a rest at the same time as a cutscene triggered. I ended up having to reload a save from before the issue happened. I hope you have a save from not too long ago.

I figured the spot I was in was safe to rest because I've used the same position before when prepping for the fight, maybe got unlucky with sight lines at that exact moment this once. Ah well, an hour of progress isn't the worst backtrack I've had. Either way, sounds like interrupting the resting process in any situation could cause the flake out.
