Not sure if this is a bug or a missing functionality, but items do not seem to have that problem, as I was able to use an elixir of silvanus that was stored in its bag during dialog, so I'm leaning towards a bug :

Scrolls in containers in a character's inventory aren't seen by either the spell learning interface or the dialog interface.

To explicit my point further; I usually store and sort items into three containers : a backpack for utility items, another for spells, and a pouch for utility equipment and quest items. If a scroll of Detect Thoughts is in the bag, the dialog option to use it won't appear. Similarly, the wizard's "Learn more Spell/Translate Scroll to Spellbook" interface will not see the scrolls if they are in their backpack.

the games sees nothing in containers which is why a thief just loves to carry around sacks of loot

but yes 'for the record' the game has major issues with scrolls... always check your spells before level up because any spell you learn from scroll will not count as known i.e, the game will default to spells you already know because you learnt it from a scroll and this cheats you out of an extra spell if you pick the same thing again
