For now reproduction rate is 1/1, I'll try to reproduce and record it later.
After entering Goblin's Camp and playing there a bit (still not touching Halsin's quest) I've set a camp around drinking Goblins. The first cutscene that welcomed me after that was Halsin thanking me and being sorry he entered my camp or something like that. After this the quest automatically ended as positive.
I have yet to check out if it will loop itself in this case.
Repro steps:1. Boot the title
2. Play till reaching Goblin's Camp
3. Play a bit around not touching the Halsin's quest
4. After some time put a camp outside of the building, where part of the Goblins is drinking
5. Observe the cutscene with Halsin
As I encountered it once for now I'll keep you updated after I repro it
