Characters are getting Weapon Proficiency bonus on weapons they aren't proficient with.
e.g. Beginning of game, post-fall onto beach, just met Shadowheart banging on door. Gave her a shortsword. The Inventory sheet shows her as non-proficient with Short Sword but still getting To Hit +3 (+1 Strength, +2 Proficiency).

Yeah, it should be +2, as she could use her Dexterity modifier for attacks with the short-sword. So, it doesn't look as if the game is counting the short-sword a Finesse weapon either.
