Killed Nere, the quest says go back to Thulla. I go back there is no additional dialog to progress this quest, the Soverign however accepts the head and closes that quest successfully. Is Thulla not progressing because that is the current state of the quest or did i run into an edge case scenario?

For whatever reason you have to long rest for Thulla to acknowledge completion.

Yep just did a long rest and saw that cleared the journal log but she actually still doesnt ack it in the conversations, THANKS!
