In my latest game I took Halsin with me to kill the goblin leaders. I ended his bear form and had him follow me in his human form. What surprised me is that there was no dialog regarding that. No goblin stopped me to ask what that druid is doing in their camp. When I talked to Minthara she had the normal dialog. Neither did she make any comment about the druid nor did Halsin say anything when Minthara talked about her hunt for the druid camp and that she'll find it by torturing her prisoner. Same thing happend with Dror Ragzlin. He and Halsin just ignored each other.
Is that really intended? It seems strage to me that noone cares, especially since Halsin warns you that you will have to kill everyone when he joins you.

I know in previous patches when I’ve had Halsin in my party he’s attacked goblins whether he’s been in bear form or not because I recall reporting as a bug that he could revert to bipedal shape and still attack, which doesn’t make sense if it’s his bear form that’s driving his aggression/lack of control. Perhaps it has changed for patch 9 but I admit the way you describe it currently working doesn’t sound wholly satisfying. Even if we assume the goblins and Minthara don’t know what he looks like as they’ve only encountered him in bear form.

I've played around some more:
Even if I agree to join Minthara on her hunt, Halsin doesn't interfere.
And even if I keep Halsin in bear form all the time, there is no combat (unless I manually attack).

If you saw a massive Buff Elf turn into a bear and merc some Giant Spiders, would YOU try to stop him?
