Yes I can confirm that I tried with a level 5 Druid. I was excited to burst the gith troup with it, when I realized all the limitations. This is a bit subpar, compared to a "simple" fireball.
I think I was surprised because from memory, the 3rd edition Call Lightning spell had a huge area of damage (Baldur's Gate 1 & 2)
After verifying, it's because we were casting multiple lightning bolts if we were high level (exemple : 5 bolts at lvl 20)

After testing more, I realized that it's more about making appear ONE lightning in one specific place, instead of a storm.
I have to admit that it manages to do quite a bit of damage, because we can cast again the spell as long as the fight continue, this part is great.
But it was a bit of a struggle to use it because :
- it has a decent area distance around the druid where we can cast it, but I has still to move in an exposed open area to be close enough to be able to launch it
- regarding the specific place where it lands, it's a tight area, I usually can touch only one ennemy, two at best
- it triggers a Dex saving throw, but this part is matching the official description
