I see a lot of YouTubers and streamers post this new character creation screen and I'm wondering if this is exclusive to them and do we have access to it as well.
By "we" I mean everyone who bought the early access game.

It's not available to us, no. The streamers you mention have a version newer than patch 9, but not the entire release build. I think it may be the version that was available in the Panel from Hell and the event surrounding it, but not completely sure.
