I´ve had my Tav permanently encumbered, even at a naked zero carry weight. Nothing I did worked, besides Killing and Raising Tav.

For me the issue have been that when I have multiple camp supply bags and fill one with supplies and then send the bag to the camp stash, sometimes the total weight is still recorded on me even though the white bar shows that Im not.
The solution have been to go to the camp, open the supply bag from the camp stash and send over all supplys to the supply bag in my inventoru, and then send it back to the supply bag in the camp stash again. Works every time form me

Here's how I think I ended up with permanent heavy encumberence.

I was grabbing everything I could from the cellar underneath the toll house. This brought me first into encumbered, then into heavily encumbered, then beyond heavy encumbered. I noticed that when I attempted to pick up the "too much" item, that the struck-over text of heavily encumbered showed on the screen for a couple of seconds. But from that point on I simply could not pick up anything else. It would just remain in the containers. The Heavily Encumbered state remained.

When I then went to a merchant and bartered away all of the stuff, bringing my load back beneath even the encumbered state, the heavily encumbered state remained on the character.

It's as if when I attempted to overload the character, some part of the state got cleared when I overloaded completely, so that whilst the condition still exists, there is nothing for the game enginie to clear when I go back below the weight limit

I'm going to go back to a prior save, and avoid going over the total limit, and see if that helps.

Karlach bugged so that the heavily encumbered won't clear from resurrecting
