Had the exact same issue; when she finally did appear, she would not join the party even though the dialogue indicated she would. Might be a mod issue. I had to delete the save, uninstall my mods and restart the campaign. Oh well
Kill her, then. Wyll gets a nice hoodie. And the party also gets a cool sword witout a fight.
