There is a quest in Grimforge to get powerful explosives.

To get the whole barrel, and not just a small piece, you need to do a very non-obvious action:

Take a player with a strong ranged attack (bow or crossbow). Carefully guide him in such a way that he can hit Philomeen without triggering a cast-scene.

Next, it takes a bit of luck to kill her on the first try.

Congratulations, you have a 10d8+36 force damage bomb with a huge radius and cost 2500 gold

Your working too hard. As soon as your conversation ends with her and she gives you your free vial just put it on Turn Based Mode and you can more easily target her.

You can turn turn based mode on and off at any time.

Well for starters she can't see invisible but imo you are better off letting her keep it and just take the bonus vile

You can also get the whole barrel later as part of a quest chain to help the organization she's with.

I have never had a shortage of rune powder in any play through (and I've never taken the barrel).

When Grymforge was released in early access, there was a Panel from Hell that showed the scene along with a way to get the barrel.
