It does seem odd given that there was no difficulty based restriction in earlier or any other DnD game afaik, also the easiest difficulty & multiclassing is basically supposed to be a good way to test out builds and characters.
Feels like you are being punished for choosing the easier difficulty setting.
Was going to play some split screen with my wife who is not a gamer and thus would play on explorer difficulty but now we can't multi-class unless we bump the difficulty up.
It's just really strange. I hope they change this in the future at some point.

so as a work around, I have noticed if I switch to balanced, add 2nd class, switch back to explorer that going forward, I can pick either class at level up. I do agree that it seems to be a silly restriction.
Although I have no intention to play on the easy mode, that seems like such a pointless restriction, especially since you can change the difficulty at any time to get around it.
I thought exactly the same thing, so I mentioned it to someone at Larian prior to release and made a mod ready for launch that fixes it - however it disables achievements so if achievements are important to you, you can also change difficulty mode, do multiclassing stuff, then change the difficulty mode back again
