This happened to me and my solution was going back to a save before the post-beach dialogue. Then making her die outside of camp (I just made her jump off a cliff), after she dies go back to camp and long rest, then you speak to withers to resurrect her. I did a long rest after that and I got the first part of the beach scene. Hopefully that works for you.
