Saudi Arabia banned FF16 for having one gay character. This game has a whole lot more than just that. It would never get approval to be sold in territories that speak Arabic.
This is the most likely reason. Lebanon, the most "progressive" Arab country just censored Barbie for (nonexistent) homosexual content. It was just outright banned in the Gulf States.
A game with LGBTQ characters and romances that overtly criticizes the concept of faith in one's god is not exactly going to have a great time in those markets. There's a whole laundry list of items in here that would get them banned in most MENA countries.

Just to confirm, a quick glance at Larian's last big game, DOS2, shows it did not have localization for Arabic.
