This time I got bouced from level 8 Citadel to level 2 Citadel, is this normal??
And I need help to get to level 9 Citadel.

Yes, it totally correct - look into your inventory => is there a golden rune shaped key? If so - approach the door east (the one, no normal key opens) <img src="/ubbthreads/images/graemlins/winkwink.gif" alt="" /> and then you can reach a staircase, leading up to III and from there on to IX.
