Since EA, if you stole from a shopkeeper, you could immediately jump to camp, wait 45 seconds, then come back and the shopkeeper will have forgotten about you and you can continue with you business.
I always thought this was an exploit, but now it is broken the other way. If you steal, then move to a nearby position stealthed and camp, when you return, no matter how long you wait, you will immediately jump into the cutscene where the shopkeeper arrests you.
Basically, you automatically fail any stealth check when returning from camp, and duration of camping (you could wait an hour) does not progress the shopkeeper returning to his business. This is certainly an edge case, but it seems like some functionality has been lost due to the fix. Perhaps it is intentional (dont ever camp after stealing if you are remotely close to the victim), but I feel like the consequences were not anticipated.
