I had high FPS drops in a fight yesterday so I checked MSI Afterburner for the issue.

The game does not use the full power of the GPU. Is there an explanation and solution?

3080 TI (Driver536.99)
5800x
32 GB RAM
70%-80% GPU Usage
2560x1440 Ultra Settings
50-70 FPS (100 FPS Cap)

The problem remains regardless of which settings I change. DLSS on/off, resolution 1080p/1440p, details high/low...

It looks similar with the resolution in 3440x1440. You can also see that the GPU only uses 200W. The max. is about 270W (undervolting)

I think it is CPU bottleneck. It provides too little data for GPU to have higher usage.

No. That can not be it. The screenshot shows that the CPU usage is 50%

If that value is total usage it is meaningless. That is value that shows what if application could use infinite amount of threads and use all cores of your 8-core. Any games 1-3 threads dominate. You must examine usage values of individual cores.

Exact same spot you are standing is incredibly heavy on cpu at times. I tested that spot yesterday.

Exactly this. The total CPU-usage is just an average of each CPU-core's usage; if any individual core is close to a 100% load, then that's a CPU-bottleneck, regardless of what the average value of all the cores is. Personally, I always just disable that overall CPU-usage value in Afterburner's OSD, since it's basically useless, and just enable each and every individual core.

I tested that exact spot on dx11 on it almost saturates intel 13700k also. Vulkan varies a lot. No walking npc activity and thread load is less than 10%. npc walking spikes that.
