It seems like the order of icons that appear when you have to specify your choice, changes randomly, even with a locked hotbar. It happens to (but is probably not resticted to) the weapons from Spiritual Weapon and the elementals from Conjure Minor Elemental.
Is this a bug or is there some kind of logic in order that I fail to see?
