I admit, I did a lot of weird things here... and have done a fair lot of act three, perhaps, out of order, and that might have contributed to this issue. Regardless, I feel it is a rather glaring dialogue/chat bug and it continues to bother me enough I need to post about it:

After arriving, I did a fair bit of exploring and took care of
the murder quest chain before I stumbled upon Orin and her hostage thing where she took Lae'zel
, thus pushing me back a bit to return to my original objective. Then, I think, things began to fall apart. I am missing some steps, but this is the gist of what all I did:
1) When I first entered the city, I skipped going into the
audience chambers. Just walked right on past to lower city. Astarion's thing was more important, because of my obsession with vampires.
2) After helping Astarion,
I went to the steel foundry. I helped out the folks there, used stealth to read a note about the underwater zone, and then went there. Freed all but a couple and Karlach died.
3) Returned to the
surface, revived Karlach, and let the gnomes know, then fought my way to the bottom to plant the explosive and run out.
4) Went to camp to long rest because those fights,
especially with the three watchers and that tank
used up all my spells.
5) Left to the Sorcerers Sundries shop and took care of the puzzles and finished
Nightsong's quest. Broke into the vault and took all the books and things after learning about them from the librarian.
6) Long rest again,
gave Gale his special book on the magick for the crown,
then returned to town for more shenanigans and exploration (do not recall what all,
but did kill Ethel again).
7) Went to the
House of Grief
for all of Shadowheart's quest to finish her story.
8) Returned to camp for another long rest as that fight in the basement took out all my spells again.

Now for the buggy part...
Elminister was there with an explanation mark above his head. Talking to him says he wants to chat with someone else. He said nothing else and I left him to it. Gale also had a mark... so I chatted to him. He got really angry and accused me of making a deal with Raphael about the crown/book... something. I saw no way out of the clearly mistimed dialogue and reloaded my save from entering camp... ignored both of them, talked to Shadow, and ended the day by clicking past the warning about "Someone in camp would like to talk to you. Are you sure you want to end the day?"

From then on, Elminister remains, mark over his head, likely the same dialogue, but the one for Gale is gone. I have since gone on to take out Gorlash and started on helping the artist out. As yet, still not seen or heard from Raphael in any way to know what that was about.
