In the barracks in act 1, just before get to cooks there is a room
with several beds, believe its the recruits room, is about middle of
the level. Well have now gone through whole level and there are 3
chests that I cannot open in this room. Have gone past samuel and
gotten to outside of the citadel, anyone know where keys are for these
chests, also couldnt find one in 2nd room from entrance, no pillows, no pictures in this room. Thanks again,

If they exist I believe that the soldiers who own the chests are carrying the keys. When I killed all of the troops in the barracks some keys did drop, but I forgot to go back and check the locked chests again.

Someone who is in that area might check this out and post if they found keys that work on the soldiers. I am pretty sure 2 keys dropped from the soldiers waiting outside the Cook's room.

I never found a way to open those chests. I don't believe there are keys to open them. Maybe the Larians intended for us to use the lock pick skill on those. Too bad that skill doesn't work.
