I really want to make a Boots of Stormy Clamour build but it doesn't seem to work at all. I've tried inflicting many types of conditions - Bane, Faerie Fire, Silence, Hunter's Mark, Bleeding (to name a few). I have never seen a stack of Reverberation appear.
