so I downloaded Tav's Hair salon mod cuz I wanted more hair options. Had I known what it would've done, I would never have tried. I installed the mod, and both the required compatability mods, which was the mod fixer and the improved UI mod. I followed guides by turning off the cloud. deleting all mod folders, deleting the appdata folder as well but nothing works. If anyone has any tips or insight on this. Please, I need help.

Edit: Ah,. Vortex. Vortex is known to have issues with this game, or any game that isn't a Bethesda game, really. I can't really help you aside from; 'Do a file integrity check' and 'download the game again'

I’ve done both, including delete and redownload game 3 times…. I feel like I’m running out of options…

Vortex keeps the download files even though you uninstall the mod from the game, and automatically reinstalls the mod after you reinstall the game if you still have it connected to the game by a profile. If you haven't, delete your profile. You can also take a sledgehammer to Vortex (uninstall). Seriously, if you have no other games you mod through Vortex, get rid of it. Everything that connects Vortex to BG3 has to be gone. Vortex was made for Skyrim and other Bethesda games.

Uninstalling and reinstalling an entire game is seldom necessary.
Take no notice of what people have said about Vortex.
I don't use Vortex to mod BG3 so I can't go into specifics but:
Look at Vortex it will throw up error messages and warnings if it detects problems.
The mod says it needs Mod Fixer - try it without. Larian did something in Patch 1 which made Mod Fixer redundant.
If that does not work then uninstall the mod and test your game. Then install a different mod just to prove that you can mod your game with Vortex.
Alternatively you could try using BG3 Mod Manager instead of Vortex.

I use Vortex with no issues at all, all my 7-8 mods works flawlessly. However I have not used the hair mod or the UI mod. It's probably the mods in question and not Vortex itself. Vortex SHOULD remove all mod files if you uninstall them from via Vorted. If you still have problems, you'll have to scrub the folders for mod presence manually. Uninstalling the game won't help if the mod files are still there making a mess.

So i deleted the mod folder for the game, i deleted the dataapp folder as well, i've uninstalled Vortex, i've checked the files and nothing seems out of place in terms of File names or mods, and i can't exactly check which files were new or not seeing as how i re-installed and all the files are up to date next to eachother, and i verified the files multiple times. Still the problem persists.... is there something i'm missing?

If by "the dataapp folder" you mean C:\Users\<username>\AppData then you most surely should not have. If it is still in your recycle bin then you should restore it.

Navigate to C:\Users\YourUserName\AppData\Local\Larian Studios\Baldur's Gate 3\PlayerProfiles\Public and edit modsettings.lsx in notepad, then replace its contents with the following: (You can quick-nav there by copy-pasting this into your file explorer bar): %LOCALAPPDATA%\Larian Studios\Baldur's Gate 3\PlayerProfiles\Public <?xml version="1.0" encoding="UTF-8"?>
