Act 3 spoilers ahead:

I completed the quest and the final entry in my journal says: "Oskar painted a portrait of us and gifted it to us as thanks for our troubles", which is what happened in my playthrough.

Now, this was about 5-10 hours of playtime ago and I just returned from blowing up the foundry. After the cut scene of the party running out of the foundry, Oskar was lying dead on the floor (a few meters away from the cart Volo was tied to) I then went to the Jannath mansion to check if this was the same Oskar and, indeed, Lady Jannath accused me of killing Oskar and told me to get out. This seems like it could be a bug. At no point was Oskar ever at those docks and he certainly didn't get involved in the fight against the Watchers when I entered the foundry.

The only thing that may have caused this, in my opinon, could be that I didn't 'talk' to all the brains in the tanks right before the boss encounter in the foundry. After failing 2 or 3 of the brain tank rolls, where citizens died by the hand of the Watchers if you didn't stop them, I simply destroyed the remaining tanks, as to not risk any more lives (assuming the Watchers would be stopped by disabling the brains). Did Oskar have an encounter with one of the Watchers, which I auto-failed by destroying the brains? Did I miss something else? Nevermind I loaded up a save and checked all brains. None involved Oskar. So I'm fresh out of ideas how he got himself killed.

After all the effort (and frankly one of my least favourite quests in the game) it feels a bit underwhelming to randomly find the guy dead in a ditch and then being accused of killing him.

Edit: After some more testing and loading old saves it seems that Oskar is just standing around near Jannath mansion with 1 Hp (from being knocked out during his questline.) So chances are he just wandered down to the docks and bumped into something or got hit by some kind of debris or something. So not a bug I guess, but definitely sub-optimal. This wouldn't have happened if he got restored to full hp at some point.
