I've killed the goblin bosses, saved the druid grove, & helped the refugees safely reach Baldur's Gate

Then I did the quest Hunt the Devil complete with delivering the head

Only after I completed that did I learn that the target of the quest could have been a recruited as a party member

This character's body is still in the world, but a revive scroll doesn't work and Withers has nothing

Is there a way to ever bring back that character now?

Nope, body will be too damaged for any rez and withers only helps with people in the party that died, not ones you never recruited

That's good, I do the same thing but on purpose every time. The game is just generally much better without Haslin in it.
