First Shadowheart could move normally, but couldn't fast travel. I read that this can happen if the game thinks she's still in jail, but she's never been jailed, nor has anyone else in the party. I resolved the issue by loading a save prior to the problem occurring.

Now Astarion is frozen in place, but can speak to my character and fast travel. On return to camp he doesn't go to his usual place in camp but stands at the loading spot near Karlach's tent (chapter 2 version of the camp). I might be able to find a save where this isn't a problem--or could just drop him from the active party since he was only on the mission because I thought he was overdue for an outing--but I'm wondering if I should just wait for a bugfix. Two such basic bugs within an hour and a half are pretty concerning. And no, Astarion is not encumbered. He doesn't even try to move.

Update: I reloaded a save from before the fight in which Astarion became incapacitated and repeated the encounter, unfortunately reproducing the same error. Shadowheart cast Hold on He Who Was, and Astarion killed him with a flurry of crits--and once again can't move. Astarion was main-handing Knife of the Undermountain and had Shortsword of First Blood in his off-hand. I'm not sure if it was something to do with the particular fight (a cutscene that didn't materialize?) or the behavior of the knife when attacking a held character. Or something that hasn't occurred to me.

Second update: I reloaded again and repeated the fight for a third time. I still had Shadowheart cast Hold, but didn't allow Astarion to use his melee weapons. There was no cutscene after the fight, but Astarion didn't freeze. It could be just an issue with a dual-wielding rogue, but I suspect it's to do with the crit calculations for the Knife combined with a held enemy.
