Nowhere on the tool tip does it say that you cannot use Rage if wearing Heavy Armour. A few people I know, including my self, specced into heavy armour on our barbs because we wanted to use Heavy armour, only to find that we cannot use Rage and are forced to respec to reclaim our feat point. I even know some people who I spoke to online, specced into Heavy Armor mastery, thinking this would circumvent it and to no avail. They then had to completely respec their character because they wanted to reclaim those two wasted feat points, as they have a rage build.

how difficult would it have been to add 'heavy armour impedes this ability' to the tool tip?

No game provides tool tips for every aspect of everything in the game. This is why the Internet was invented, so that we could have wikis to give us all the info.

Understandale, but this confuses many people early on who are not familiar with DnD. It's not an advanced level mechanic that you need to figure out on your own. Early game mechanics like this should be labelled I think, as it's a pretty big deal. It would certainly save people time because they, like me, bought heavy armour, specced into heavy armour, and then realised that was all for nothing.

And if nothing else, it's a suggestion.

Fair enough though I should warn you that there are quite a lot of consequences regarding weapons and armour and wearing or wielding what you shouldn't.
Just FYI you can't caste spells while raging.
You can pick up quite a few tips from load screens.

The thing about DnD is that it isn't rocket science as such but there are a million and one little things you need to know. And as they say "the devil is in the detail".
In the last few days I have seen two different YTers struggling to figure out why their mage couldn't caste spells. After clicking on anything and everything and drawing a blank they eventually thought about mages wearing armour. So they checked but the mage was wearing clothing. More clicking anything and everything. Eventually, more by luck than judgement, they stumbled on the boots or gauntlets or helm being armour (can't remember which it was).

I am very much against expecting players to learn mechanics from sources outside of a game, but even to be generous, this isn't some obscure exception or unintuitive combination. Rage is the classes central feature. Why on earth would that not be fully explained? If you're playing a barbarian it's the one thing you most need to understand, not explaining it fully is just a failure on the part of the game.

Does it tell you during character creation? I don't know, I didn't know heavy armour stopped raging. I just knew barbarians were medium armour if they were going to wear armour.

Well it is one I missed because I only discovered it when I tried one of Karlachs spell abilities (something something of Avernus?).
