I've decided to spread the tadpoles evenly among the party members and noticed that only half have the first one unlocked, although all of them were succesfully persuaded earlier. From what I've read somewhere, the reason is that the free first tadpole unlock only happens if they were in the active team at the moment of persuading, essentially forcing me to spend three extra tadpoles. Probably a known issue, but I decided to report it anyway, as it feels like a bug and is still there after patch 3.
