No, but I would strongly encourage you not to kill that Ox - although the Ring is pretty amazing,
Also the Ox does release an when it dies which can easily kill people nearby, if Dammon is too close he can get hit and die and then he won't be in Act 3 obviously.

I would like to know this too. I am currently at the end of Act 2 just about to crossover to Act 3 and i still cant find Dammon. I found out his odd connection through browsing the ox which i killed in Act 1 but i am not sure if the patch fixed it yet? And if so, how?
