I do not know If this was reported or not but I noticed that when you get this option you need to save and load the game and you get the real options in your dialogue. Please fix this bug, I have also seen this on many twitch streams.
I recently encountered it when one of my members got kidnapped and my only option to negotiate with the kidnappers was "Continue".

This is happening more and more since Patch 3. It used to only happen to me occasionally when I would space bar through dialogue, now it happens quite often, even when letting the scenes play out without using space bar. I tend to save a lot more often now, but it's extremely irritating and I hope it gets fixed soon.

I get this pretty often and have been since launch.
This is the first time I've seen someone else mention it, which surprises me considering how obnoxious it is compared to other bugs.

To avoid reloading every time, I usually open the Journal and check recent dialog to see if it was an option I would have said.
Sometimes I'll roll with it but sometimes it requires a reload.
