Halsin wasnt on the lakeshore. I found him back in the grove. After a few save/loads and slew of reddit troubleshooting solutions, i continued the quest with Halsin portaling to rescue Thaniel asking for us to defend. There is no place to defend. Ive moved on using bell to light the way.
