If you sneak into the bank the first time around, and then you come back to return their money, you can't. Because you can't get back down there without sneaking, because you can't get a bank pass and you won't be let through the traps. If you try, you'll be forced into another mass murder situation.
Ideally, when people ask you to return their money, you should be able to reach those people.
Something to put on the list to be fixed for the definitive edition =P
