Any player who joins will be assigned an existing Tav, even from the wardrobe as you discovered. The only way to have four custom characters is to get four people to log in at the same time. So, have your monk friend (or a random person) log in and park in his character, then have the other friend log in at the same time, and he will be prompted to make his new custom Tav. Once your 4th friend has his character made, the player on the monk can leave and the monk can go back in the wardrobe.
NOTE: Characters who are put in the wardrobe WILL NOT follow another character after they come back out. Ever. So either you have to leave them in there and let them be played only when your friend is online, or you have to LEAD with that character. To reiterate, any character who has been put in the wardrobe, even once, even briefly, will no longer be able to "follow" other characters out in the world, and will stand still until and unless it's actively controlled as the main character by a player. Really hoping they fix that because as it stands the wardrobe is useless for my husband and my campaign; we're playing 2 characters each. We recruited two people to log in and create the characters to our specifications and then leave. Yes it's dumb, but yes that's the only way to do it. Back in beta it was possible to open the client more than once so you yourself could log in multiple times, but that doesn't appear to be possible now that the game is live.
