So this weapon is actually kind of amazing. You can trick it to apply two of its elemental debuffs if you set it to either fire or ice and wear the caustic band. Because it's doing acid damage along with ice or fire you have a chance to apply both the -2 AC penalty from acid age and either chilled or burning from ice/fire. You can get all three elemental damage types on the weapon, however chilled and burning cancel each other out so you should just do two. My recommendation is ice as chilled is generally better than burning, especially if you make targets wet to freeze them. A STR based hunter with whirlwind attack, or a tiger barbarian can do some pretty devastating AOE debuffs with it. You can make those AOE debuffs even more damaging depending on your gloves and other items (i.e. baneful gloves, winters clutches, ichorous gloves, belligerent skies/callous glow, etc.).  If you really want a throwback, with the right feat, you can dual wield Flail of Ages with Belm. If you use Belm's perfectly balanced strike  BA attack (instead of a normal offhand BA attack) the attack will calculate with the main hand stats of flail of ages giving you an additional attack during the round to attempt to apply flail debuffs. Just like in BG2. 
Also it being a +1 weapon is a little deceiving. When you set its elemental age it gets an additional +1 becoming a +2 weapon. The same as the other BG2 throwback weapons Staff of the Ram and Belm. I personally love all three of those weapons and certainly wouldn't mind if they all got a +1 added to their stats. Flail of Ages should also be purple, not blue. 
Generally though, there are a number of weapons with really cool effects I wish we could enhance the quality of. It's not a BG2 throwback weapon, but Phalar comes to mind.
