Am in act2 and a number of the merchants are selling dragons slaying arrows. Do i get a chance to kill a dragon(hope its not a red one)?

In act 3 you can kill 2 different dragons.

Guess i should collect/buy the arrows then, thanks

I have a feeling that at some point in Act 1 I picked an Arrow of Draogn Slaying - which was changed by one of the Patches/Hotfixes into an Arrow of Monster Slaying

Yea, I have a 20 DEX ranger, but the arrow of dragon slaying seems to cause critical misses on a dragon/

The tooltip says 95% hit change, so basically only a critical miss could miss.
I 've now reloaded the battle 4 times and every time I open with the arrow of dragon slaying it's a critical miss.
Even switched to explorer mode difficulty and got the critical miss.
