Just adding a post here for visibility's sake. Since updating to patch 4 I'm experiencing massive FPS drops, especially during cutscenes which become intermittent slideshows.
Currently running at 1440p, 60 FPS cap on Vulkan (unable to run DX11 as my game crashes every 5 minutes on either of my AMD cards). With my current rig I don't think I should have any issues running the game on Ultra 1440p with well above my 60 FPS cap.
Specs:
GPU 7900 XTX,
CPU 7600x OC,
32 GB DDR5-6000MHZ RAM,
2 TB NVME SSD.
