I’m in act 3 and went to Raphael’s room in Sharess’ caress (without Laezel in party). After turning down his offer I talk to Voss and he says meet in the taproom. He never moves.

I tried 2 reported workarounds - poly him and apologize (doesn’t work), and steal from him and let him chase you to the taproom (I didn’t get him to the right spot and gave up).

Anyone else seeing this?
Other ideas?

Load a save from before speaking with Raphael with Laezel Lin the party?

Going back to a previous save and trying again with Laezel in party didn’t help. Voss is stuck in Raphael’s room.

You can lure him to the correct location using Minor Illusion.

The trigger location is the floor above the bar, near the Hollyphant Valeria's table, in between the two other tables in the room next to the window.

Tips:
1. Make sure your main and Laezel are standing in the area
2. have your main selected when Voss is about to enter the area
3. Be careful around corners as he seems to only investigate the illusion when in line of sight
4. As in the reddit post, you can pickpocket a low-value item if he gets stuck (so he will move to investigate) (you can only do this 3 times)

This worked for me after spamming MI about 20 times - you will not want to do this again though so if youre a save scummer make sure you're happy with the story state!

MI is SO much easier than leading by stealing. Thank you.

Happening to me as well. I tried using a cat familiar to meow and lure him but he won't go past the door that leads downstairs =(

Its a Bug.. its happening a lot since 3.0 roll out..
he never Leaves Raphael talk.. actually he stay in the roon the entire time at your side during the scenematics..
in my game i ignore hin.. kill raph and took the Hammer.. F.him
i always do this to Bugged NPC i just avoid or ignore then..
its not my foult that Larian cant do things work properly.
(and yu can do this with any bugged NPC.. avoid, kill or just ignore then.. most of then ar actually not needed to complete questes.. and in some cases they actually put a Especial NPC to complete some questes if the Main die.. Grove has a Lot of this..)

Like Zevlor if he die in the Grove Battle the Girl yu are supossed to only find in act 2 will took his place as the Thiefling leaders..
Or in the Underdark.. if the Leader of the Duergar die in the Nere Battle any other of then will took his place to finish the quest.. they made this way for yu to actually never run into this game blockers.. pretty smart stuff.

Another Fun fact.. yu can and yu should do the quest without hin.. i already have 3 runs when i never met hin in act 1 and the Laezel quest just work normally becouse i went to the Cresh coming from act 2 shadowcurse lands so i never run across hin becouse i never went there from the Bridge..
(the only thing yu will lose without hin.. its the Sword if yu sell the Crown and yu should not do this.. its the worse choice in the game so far there are 2 other swords in act 3 better then the one he has and the Iten to alarm yu when gith atack.. but yu will only need that shit 2 times.. meaning.. Voss is Useless.)

For people who only look at numbers, bonuses and rewards a character may be considered "useless" but anyone who, like me, is interested in game content, story, companion character development, wants to see the conversations and interact with characters.

they are the Only ones to Blame and looks like are only bring Nonsense added in the game and braking even more what is already broken.

they say that the Patch 4.0 brings more the 1000 fix. ok
but i bet it broke more 2000 things just becouse of what they added. xD

First yu Fix the Game Deliver a Stellar Experience then yu increase the Tale and Give players New Stuff..

Taking in account how complex, how many characters and decisions there are in Larians games, I don't think you can reasonably say Larian can't make things work properly. Of course there are bugs it's a huge game but in comparison to any other games of this complexity or size (not that there are many examples of even that) Larian have polished this game beyond any reasonable expectation a few months after release and will no doubt release a DE. Larian make most triple a game companies look like amateurs and they deserve props for that.

In case anyone is looking for a workaround, easiest way for me was to use minor image to lure Voss out of the room. You have to use about 5 times along the path until he is positioned near the table where detective Valeria was.

I came across this bug recently too, and when I reported to Larian got a response confirming it's a known issue and would be fixed in an upcoming patch.

I've not tried the suggested workarounds yet, but thank you everyone for the tips!

Tried the MI approach about 20 times tonight, he's stuck near the bottom of the stairs into the tap room and will not budge no matter where I place the MI.
And I can't have Lae'zel in my party because guess who got kidnapped. Yep. So. Now what? Just can't do that quest?

I used MI and it worked, but I didn't have Lae'zel in my party. She too, was the kidnap victim. I am not sure how many times I had to cast MI but it was quite a few. I sent him too far from the spot and I had to lure him back again.
