Duke Ravengard won’t leave Wyrm’s Rock. Help!

So, I’ve seen this posted a few times and I’ve tried everyone’s vague and varying opinions but to no avail.

I have:
-Gone to Gortash’s coronation.
-Spoke to Mizora at the bridge.
-Had Mizora show up after a rest.
-Told her to break the pact, freeing Wyll.
-Ravengard is still in the throne room.
-Banged Mizora.
-Rested again.
-Rested again.
-He’s still in the Wyrm’s Rock and not in the prison.

Most of these steps I attempted to go to the Iron Throne after each step. Then I tried it all again with Wyll in the party. Nothing.

I haven’t destroyed the foundry yet, though I scouted it.

Anyone out there run in to this and successfully fix this problem? I’m on PS5 is that helps?

Prior to Patch 4, Hotfix 10/11, I've finished this quest twice with Duke Ravengard appearing where he should. I'm not sure if the issue is occurring because of Patch 4/the hotfixes, but this is my sequence for the Duke
