So I got a lot of help from Valve.
And first I want to say we found a correct solution to make BG3 work on SteamDeck again.
STEP:1 Go to desktop mod and launch BG3 from there with proton experimental.
STEP:2 Go to game mode and start bg3 and after that it will work again.
This gived me a litte bit time to test out the Larians theory for Laag and stutter related to crimes . And I did some performance testing SteamDeck vs Geforcenow ULTIMATE with rtx 4080.
Yes the delay or Laag between cutscene are on both systems present.
But the stutter and textures not loading is not present on the low budget SteamDeck. With 40 frames/ second.
But the Geforce Ultimate is suffering to an unacceptable lvl. With a 120 frames/ secod.
I don't know if Salo or any one can read this. But I think stutter and textures not loading will still be present. If the fix is just focused on crimes.

Another thing 1152 x720p resolution can be upscaled by frs feature of the SteamDeck. And it gives a good amount of fps performance boost in some games. But sadly this resolution is not available in BG3. It whould improve the playing experience for SteamDeck user's.
I couldn't find any way to force this resolution on BG3 mybe someone smarter can come up with some solution.
